Rudy as terror-fighter

does Rudy really deserve all the heavy-breathing over his presumed ability to conduct the GWOT?
SHK replied:
Rudy clearly has demonstrated [the ability]... to provide solid leadership in a crisis situation. While this is an excellent attribute to have in government, it does not necessarily imply any ability to deal with GWOT and prevent attacks on the US. For me it is not a foregone conclusion that Rudy is the best of the candidates to conduct GWOT; in fact, if anything I'd say McCain with war experience and Congressional committee experience probably has the best creds at this point.

It's time to stir things up a bit!
To conduct GWOT and protect US is going to require a previously unheard of level of military action, intelligence collection and analysis, diplomatic activity, and intellectual heft. An action by US today might not have consequences or repercussions for months or even years. Therefore, much like in chess, all moves (except for immediate retaliatory strikes, if necessary) must be carefully planned out in a comprehensive strategy.
Now, at the end of the day it may very well turn out that Rudy happens to be the best candidate for these activities, but I just don't see on what basis people assume that he is the best a priori. Dealing with a crisis after it happens is not the same skill set as taking action to prevent it from happening in the first place, so while I have the utmost respect for what Rudy did as mayor after 9/11 (and his efforts to clean up NYC pre-9/11), it doesn't automatically translate into his being the best person to prevent such an event from occurring again.
Again, not in any way a knock on Rudy, just the observation that it shouldn't automatically be taken as a given that if GWOT is your #1 issue, Rudy is your best choice. I think at this point McCain and Romney have released more details indicating how they would prosecute GWOT, we'll see what Rudy's vision is.
